While I know that support for shaders is out of reach for the first
generation of graphics cards created by the Open Graphics Project I have
seen shader unit architectures discussed on this list once in a while.

I have some ideas about how the architecture of a shader unit might look
like; you can find them at http://colecovision.eu/graphics/a_shader_unit.pdf

I have created a cycle-accurate simulator
(http://colecovision.eu/graphics/csim.tar.gz) for the shader unit
proposed there and an assembler
(http://colecovision.eu/graphics/casm.tar.gz).

P.S.:
I did this as "Studienarbeit", a project students have to do at some
institutes here before starting to write their final thesis. I did a
presentation on this and used the slides at
http://colecovision.eu/graphics/a_shader_unit_slides.pdf
