There are a few monitors that do this.  I'm assuming most LCD TVs don't
bother, but haven't seen complaints about ghosting/blur with TVs, only
with monitors.  It isn't obvious how including a tuner in the same housing
could possibly eliminate persistence of vision induced ghosting/blur
problems?
