Theoretically yes. You can build a PCI-E card around a TMS320,
you can write an OpenCl engine for it. How easy it is compared
to the OGP approach, is a different question and cannot be answered
without an analysis of the specs.

Currently there is no Open source opencl hardware. I believe that the above could be a feasible solution with the help of LLVM community or Gallium crowd. The gfx cardd can be developed as a VGA board and have an opencl engine. ZMS05 by ZiiLabs does a similar thing but I believe it is not open source friendly or suitable. I find the OpenGL target of the OpenGraphics a bit outdated (however I WILL BUY ONE :-) ). I have the feeling that OpenGL can be impklemented on top of OpenCL+VGA , but I may be wrong.
