Have you considered the Raggedstone 2? PCI express with a LX45T, 330
pounds. Not cheap and not open-hardware, but still better than
nothing. Although there's not DAC on board, it should be
straightforward to make a basic VGA ladder. Alternatively Mike has
shown a proof-of-concept DVI driver using TDMS pairs:

It has 256 MB DDR3. IIRC ISE also provides a DDR controller block
which would remove the pain of implementing it.
