Go for it. I don't think it's so important who owns the IP, I think it's more important how the IP can be used. Maybe this will be the project that lands BU/SUNY in computer history books. Maybe this project will only be a big cost for them. The risk is substantial but the benefit from their resources is also substantial. Of course, the first OGA2 prototype will not be very easy to replicate at home. I don't think that's the goal and that's fine.
