Had this in the first fix_i18n_circ.patch, missed it in fix_i18n_circ.patch.2 given all of the stringbundle -> messagecatalog excitement, Mike was going to add it but forgot in his uber-patch... at long last here is the circ.properties file to complete the i18n of the offline_checkout and offline_checkin functions.
