[OPEN-ILS-DEV] Hiding TCN menu options from client UI if TCN not being used

Hello everyone,

At my library we will only be using the "database ID" value for our  
bibs, and not the TCN value. Can/should I hide TCN menu options from  
EG client UI to make it easier on my staff as we transition to EG. I  
still don't know how to change the XUL/JS/etc code, but I wanted to  
see what everyone thought.
