*Interview mode: Phone.Job Description:*This position is to work on a major
conversion project from our legacy system to our new Javelina platform.
This person's main focus will be on the 20 outbound files that we currently
send to various vendors from our legacy system, that will need to be
recreated from our new system. It could include analysis, mapping,
interfacing with users to create cross-walks, and programming to re-create
these files. Analysis/design - Strong analysis skills needed to create
mapping and crosswalks, and design the process of file creation Programming
- *C# or VB* are preferred for developing the code to write the files Self
Starter - need to be able to work independently without a lot of direction,
once the process is explained.
Under the direction of the Manager of IT, the Programmer-Analyst uses
structured analysis and data management techniques to define accurate
business requirements and ensure project deliverables are achieved. Acts as
project manager where assigned. The Programmer-Analyst promotes the
management of data as a shared company resource. This position provides the
application management group with development and technical support on
various web-based technology applications and systems. Using structured
and/or object oriented programming (SQL or related technologies) and
testing techniques, this position develops, programs/codes, tests and
support of application systems.

*Essential Responsibilities/Accountabilities*
• Analyzes specifications and develops application code in order to resolve
production issues and/or provide business functionality.
• Works with assigned business area to identify opportunities for automated
solutions.
• Assists the business area in the development of project proposals.
• Acts as a liaison between the assigned business area and Application
Development (AD).
• Assists in the resolution of system related problems.
• Using structured analysis and data design techniques, defines detailed
business requirements, designs or redesigns business processes,
interpreting information needs, and defines business specifications for new
or changed automated solutions.
• Works with the user area to define test criteria and test cases.
• Tests new or changed information systems as assigned.
• Researches detailed program specification regarding input processing
requirements, exception processing requirements, reporting requirements and
output processing requirements.
• Analyzes change requests to existing programs to include change impact,
additions to program documentation, change identification and recommended
change logic.
• Prepares appropriate test data for module tests utilizing either extracts
of existing files or a data generator utility.
• Organizes and conducts unit tests of new or changed programs and
maintains detailed records or conditions tested and results achieved.
• Reads, understands, and resolves system problems.
• Prepares system and program documentation in accordance with
specification provided to include file description, logic narratives,
exception processing, report descriptions, and logic diagrams.
• Participates in the definition of project task lists, work and elapsed
time estimates on larger projects as assigned.
• Defines project deliverables.
• Tracks and reports project status to project sponsor and AD management.
• Manages change that impacts the project scope and deliverables.
• Promotes the management of data as a company resource throughout
EBS-RMSCO.
• Adheres to existing and contributes to the development of data policies
and standards.
• Ensures the consistent documentation of data definitions, which are
re-useable across business areas.
• Consistently demonstrates high standards of integrity by supporting the
EBS/RMSCO’s mission and values and adhering to the Corporate Code of
Conduct.
• Maintains high regard for member privacy in accordance with the corporate
privacy policies and procedures.
• Maintains knowledge of all relevant legislative and regulatory mandates
and ensures that all activities are in compliance with these requirements.
• Regular and reliable attendance is expected and required.

*Minimum Qualifications*
• Bachelor’s degree in Computer Sciences or related discipline with a
minimum of five years related professional experience or Associate’s in
Applied Science of Computer Sciences with a minimum of ten years related
professional experience, including a minimum of three years of development/
coding experience.
• Experience with relational databases and object oriented programming
languages.
• In-depth knowledge of system development life cycle activities.
• Ability to facilitate effective presentations to front line management
staff.
• Prior medical, dental, or other claims processing system knowledge a
plus.
*• Knowledge in various technical tools, disciplines and languages,
particularly Visual Studio, Net, and C#.*
• SQL Reporting Services.
*• SQL Server 2000/2005/2008/Express.*
• Analytical, diagnostic and problem-solving abilities.
• Strong communication skills.
• Familiarity with structured analysis techniques with emphasis on user
relation, data gathering techniques, project management and data
management.
• Familiarity with system development life cycle activities.
• Strong analytical and problem solving skills, strong communications
(listening, written and oral).
• EDI related technologies a plus.
