Under the general guidance of the Chief, Global Telecommunication Services,
and supervised by the Telecommunication Manager, the incumbent is
responsible to assist in operating the client’s telecommunications
facilities and services for Headquarters (HQ). The incumbent is to assist,
support, test, and implement telecommunications services. The telecom
facilities include Video and Voice conferencing end-units and bridges, VoIP
gateways, PABXs, Voice Mail, and Call Accounting. The telecom services
include Video conferencing services, Web casting, Multimedia services,
Voice over IP and Internet telephony. The incumbent should ensure minimum
99% availability of the Telecom Services for HQ staff.

The key tasks and responsibilities include but not limited to:

• Assist and provide support for a reliable Telecommunication services at
client HQ and Country Offices.
 • Manage and support end users with audio and video conferencing requests,
and bridge scheduling.
• Assist with the design, testing, implementation and rollout of new
products and services to the HQ and Country Offices.
• Back stop other Telecom Technicians in supporting the HQ Telephone
Services help desk.
• Back stop other Telecom Technicians in supporting the HQ Telephone and
Voicemail services to UNDP staff
• Assist in resolving telecom billing issues with the vendors
• Assist in performing charge back of telecom expenditures from internal
departments
• Assist with the day to day operational support related to the HQ and CO
telecommunication facilities and services including VSATs, Leased lines,
T1s, PRIs, ISDN, Voice, Fax, Video and Web casting.
• Assist with the development of user guides and provide training for new
products and services.
• Provide support for special events such as the Global Staff Meeting.
  Keep abreast of current technology through self-study, trade
publications, formal trainings and professional networks

Client capital investment on telecom is more than $10m including PABX,
handsets and VSATs. HQ PABX has 2,500 extensions interconnecting 4
buildings, with 20+ video conferencing units. Country Offices have more
than 120 video conference units and 60 VSAT connections worldwide. This
extensive telecommunications network is backstopped by the
Telecommunications Services unit. Errors in this function could interrupt
and cause to shut down the whole Client operations, resulting in major loss
of money, Client creditability and image, and staff productivity.

*Work Experience *

• Minimum 3 years’ experience in supporting telecom operations in an
enterprise environment with hands-on technical experience in
telecommunications facilities such as PBX and voicemail administration,
Audio and Video conference facilities/equipment, IP networking, and VoIP
configuration.
• Experience with VoIP and High Definition Video standards such as: SIP,
H.323, H.263+, h.263++, H.264 will be an advantage.
