In osprey/be/cg/x8664/ebo_special.cxx:

1. The file osprey/be/cg/x8664/ebo_special.cxx is x86 specific. So it seems
the #ifdef TARG_X8664 is unnecessary.
2. Why not put the #include to the beginning of the file?
