At this point it is not just IBM. There have been a large number of contributions to OpenAFS over the last six years and not all of those contributions have even been under the IPL. In order to dual license we would need to get approval from every contributor as well as have those who were unwilling to license their contribution under the IPL to do so. Organizations that preferred the MIT or BSD licenses have reasonable justification for doing so. Jeffrey Altman
