It is not clear that network change detection is going to take place as part of a synchronous request. It certainly isn't coded that way in the Windows cache manager.

I agree that if network change detection is part of a synchronous request it should not be delayed. However, if it is asynchronous there is no reason to put off determining the actual state of the server connectivity.
