You can't use 2003 if you want to be able to produce 64-bit binaries.
VS2005 is what is used for the production builds of OpenAFS.

As for setenv.bat, Microsoft changed the parameters in WDK 6.x and the
README-NT has no info in it regarding WDK 6.x.
