Similar arguments apply.  There are third party AFS volume mgmt
tools that have been developed which will be unaware of the meaning
of the new states.  In order to prevent those tools from breaking
new RPCs should be implemented.

Strongly agree. Preserve the old RPC as is, add a new one to get the extended data. Once the new one works, mark the old one as deprecated with a scheduled expiration at some specific future date.
