Give me a detailed technical explanation and a link. I don't think they
care about AFS.

File a bug report with Microsoft. This is a demonstrable bug which
works on another one of their operating systems.
If you would like to get a better idea of what is going on, use
SysInternal's File Monitor to capture the file operations and the
error codes that are returned for each.
