I have tested the functionality on Windows 2003 SP1 and everything behaves exactly as it should. It doesn't matter whether I copy or move from the command line or whether I drag/drop 1000 files or whether I copy/paste files. It all works just fine.
So as far as I am concerned there is no bug unless you are willing to spend the time and effort to file a proper bug report that includes enough evidence that there is in fact a problem and details that allows the bug to be reproduced and fixed. If you are going to test then you better learn how to file bug reports that are useful. If you cannot file accurate reports, there is little benefit to testing at all since your results cannot be trusted. Now this thread began with Lars Schimmer indicating that he was experiencing problems with two third party applications: TotalCommander and Xplorer2. Since OAFW has been demonstrated to return the appropriate errors in a way that any reader of this list can verify (download FileMon.exe from SysInternals and execute it), there must either be a bug in those applications or he is using an old version of OAFW. As for your problem on Windows 2003 SP1, either you are not running the version of OAFW you think you are (check the afsd_init.log file and it will tell you) or you have some other modification to your environment that is interfering.
