Excel is attempting to open the file in exclusive mode and that requires a write lock. The write lock is denied when the user doesn't have write privileges. There was a problem in 1.5.12 and earlier where a file marked read-only via the UNIX mode (0200) bit could not be opened. This was fixed in 1.5.13. Jeffrey Altman
