Another approach that can be used which doesn't require the use of
developer tools to tear apart the MSI or rebuilding from sources would
be to

(1) Delete the registry value:
        HKLM\SOFTWARE\OpenAFS\Client
        LoopbackInstalled

(2) Run repair on the OpenAFS MSI installer

I ended up downloading instloop.exe from your mit site and using the afsloopback.dll file
from the install.
