Assuming you are correct and the problem is the Microsoft Loopback
Adapter, the bug would be either in the Cisco VPN Client or the
Microsoft Loopback Adapter.  It would not be an issue with OpenAFS
because we do not develop that software and do not modify the network
driver stack within the kernel.

You can attempt to verify that the problem is the Microsoft Loopback
Adapter interaction by disabling the OpenAFS Service and attempt to
replicate the issue.  If it still occurs, you can disable (or uninstall)
the Microsoft Loopback Adapter and see if the problem goes away.  If you
can confirm the interaction, you can file a report with Cisco and Microsoft.

If the problem only occurs when OpenAFS is running, then this is a bug
in some of Microsoft's code and a bug report should be filed with them.
 I will be happy to work with their escalation engineers to track down
the cause.

Note that I do not have access to Win7 64-bit Cisco VPN software and so
have no means of testing it myself.
