Cisco released a Windows 7 (32bit) VPN client version 5.0.06.0160 in Nov 2009. If one needs to use the ipsec client on Windows 7, one should obtain and install that version (while earlier versions could be installed on Windows 7, you needed various hacks to get it to work, and some of them had "interesting" results). I would not expect the older client to be at all reliable.
