No.

No.  From the FID you know what volume the object is located
within.  From there you would need to search all of the
directory structures to find a matching FID and recursively
search for the directory FIDs in order to reconstruct the
relative path within the volume.

Some sites that require the capability to map FIDs to relative
paths use a crawler to construct a database outside of AFS that
can be used to resolve such queries.
