I've proposed such a thing awhile back. The problem(s) are where do you store the keys, and how will the developer's living expenses be funded? The most difficult problem here appears to be a dependency on http://minco.me which should allow developers to do what they feel like. Until then, I think OpenAFS + file encryption (not just network encryption), and disconnected operation are sort of the 'holy grail' of filesystems, and at least worth a kickstarter and/or indiegogo.
