Rob, open up the webdefault.xml and look for this line:
<init-param>
<param-name>useFileMappedBuffer</param-name>
<param-value>true</param-value>
</init-param>
set it to "false"
this is a JETTY thing, it holds onto static files for performance reasons.
I will update the downloadable Jetty to have this flag switch off.
