I don't use Windows but I believe that the $ is only required on *nix-based OSes (Mac, Linux, etc.). A "/" and nothing else would be interpreted as relative to the docroot, so the $ is used to indicate an absolute path, but with a full drive letter on Windows that shouldn't be an issue.
