With a full drive path it really should work, although I haven't messed with Jetty all that much. I'm assuming you changed the XML file and then restarted OpenBD? (I know I'm asking the obvious ...) Have you tried other test mappings to see if they work? Something like a mapping called "/test" pointing to the root of your C: drive might be a good test to see if any mappings are working for you at all.
Maybe I'm better off pursuing the Tomcat option?
I need to test the admin console out on Windows anyway, so I'll try to get time to give this a shot on Jetty on Windows and see how I fare.
