Did you download the pre-built Jetty bundle from the OpenBD site? If so you should be able to hit http://IP:8080/dump.cfm and get something. If you downloaded the WAR and deployed it yourself, then you would have to add the context path to your URL, meaning something like http://IP:8080/ContextPathHere/ and then perhaps a file name.
