You wouldn't have an absolute path /WEB-INF ... WEB-INF is always relative to a specific webapp.

Unfortunately without knowing more about your configuration I probably can't help much more, but perhaps Jordan can point you in the right direction.

Under what context path is openbd deployed, or does Jordan's installer put it in the root context? (This could explain why it isn't showing up in the Tomcat admin ...)

I'm assuming you do have a .cfm file in the docroot of the vangemerts.com host. Is this maybe just an issue with not having index.cfm set as a DirectoryIndex?

Also, do you have Apache in front of all this as a web server? What do your virtual hosts in apache look like?
