On what J2EE server are you deploying OpenBD on? You can not deploy OpenBD to IIS directly, it needs Jetty, JBoss or Tomcat to run. If you have OpenBD running can you see the page with http://localhost:8080/openbd (openbluedragon)?

through IIS) I get a "the page cannot be found" error.

Is it possible that the system doesn't know to invoke blue dragon when
a .cfm file is accessed?  Any suggestions?
