To answer your question Alan, it was implemented with compatibility between our own products BlueDragon and BlueDragon.NET as the priority over compatibility with CF. That was a business decision made by New Atlanta and since open sourcing BlueDragon, the implementation hasn't changed. The compatibility differences are documented in the wiki (http://wiki.openbluedragon.org/wiki/index.php/Compatibility:WebServices). If you have found other important difference then please feel free to update the wiki so that others can benefit from it.
I think the idea of a compatibility option is a good one for those that need to have that compatibility. I'm not sure of the effort required though without investigating further.
