My understanding is that you cannot execute CF templates outside the 
directory of of an OpenBD webapp.

@Nitai - If you know a way to do that, please elaborate. I'd love to 
hear it.

@Dave - Your question was clear, but the answer isn't so much. If you 
want everything that Tomcat processes to be processed by OpenBD, then 
you need to set up OpenBD as a common class, rather then isolated in a 
webapp.
