My strong suspicion is that getting xmapp to play well with the OpenBD
installer is a losing battle. Nuke all the xampp stuff and run the OpenBD
installer and I suspect you'll be fine. Otherwise, deploy OpenBD as a
standard WAR on Tomcat as opposed to using the OpenBD installer and
configure Apache manually.

Do you *want* both PHP and CF running through Apache? I just want to make
sure I understand what your end goal is.
