Thank you, Tom and Matthew,

Tom, I followed a path where I 1) installed the Tomcat 6.0.20 from
ApacheFriends/XAMPP for Windows Add-ons.  I then updated the Tomcat's
JRE to JDK 1.6 (It was 1.5), dropped OPENBD into the WEBAPPS folder
and everything seems to work.

Matthew, I would like to update the Wiki, but am unsure of the
protocol.  My first guess is that I would add a page in category
"Installation"  labled something like XAMPP/TOMCAT?  How does that
sound to you?
