Read your blog post about all of this--good stuff.

As a rule CF is a lot more resource intensive than OpenBD or Railo, but the
CPU should eventually calm down.

Ignoring the pegged CPU for a moment, does the CF instance actually run OK?
Can you log into the CF administrator?

When you created the CF WAR did you include things like the sample apps,
docs, Verity, Flash remoting, etc.? If you did, it might be worth generating
a WAR without any "extras" in it to see if the behavior is the same.

Out of curiosity what did you use for your memory settings? And where did
you point Tomcat to find Java?

The other thing you might try is disabling all the webapps in Tomcat other
than CF and see if it behaves the same when it's the only webapp on Tomcat.

Finally, check the Tomcat logs to see if there's any pertinent information
in there. Under the Tomcat install directory, go into the logs directory and
the ones to check first would be catalina.{current-date}.log and
catalina.out. You might also check the CF logs to see if there's anything of
interest in there.

Hope that at least starts us down some avenues of investigation.
