And I assume you're using the Windows service installer? What does the
status of the service at the Windows level look like?

Any Windows or third-party firewall software that might be blocking port
8080? Can you telnet to localhost 8080?

Doubt it--check the Windows service to see if it's actually running first,
then check for anything that might be blocking the ports.

There was originally an issue with 64-bit Windows and the service installer
that required replacing a couple of files post install, but that's been
resolved in the latest installer versions.
