Yes.

What does the

Looking at the Windows logs, I see I get a Service Control Manager
error each time I try to start Tomcat. At first it was:

Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7001
Date: 8/5/2010
Time: 3:38:58 PM
User: N/A
Computer: SERVERCJSF2
Description:
The World Wide Web Publishing Service service depends on the IIS Admin
Service service which failed to start because of the following error:
The service cannot be started, either because it is disabled or
because it has no enabled devices associated with it.

I had only disabled IIS not removed it. So I removed it and the error
became this:

Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7031
Date: 8/6/2010
Time: 4:03:15 PM
User: N/A
Computer: SERVERCJSF2
Description:
The Apache Tomcat 6 service terminated unexpectedly. It has done this
1 time(s). The following corrective action will be taken in 0
milliseconds: No action.

I uninstalled everything (Tomcat, Java, Apache) and started over
thinking the presence of IIS had messed with some settings. After
reinstalling, I am still getting the second error when trying to start
Tomcat.

In the Services window Tomcat6 is shown but the Status shows blank.

Nothing that I am aware of.
