If you're logged in as administrator when you're doing all this, I'd check
to make sure your firewall and anti-virus software are completely disabled.
Also, is anything already running on the ports Tomcat and OpenBD would use?
And have you tried letting the installer install Apache instead of hooking
into IIS 7 to see if that works?

If none of this works then there's something odd with Windows SBS, because
the installer works like a champ on plain old Windows Server.
