A quick look at the image says to me that it is IIS 7+. Try hitting your OpenBD setup directly with the port. If you used the installer then it would be on 8888 or whatever you set. If your website comes back just fine then there is some issue with IIS connecting to tomcat/jetty through its connector. I've seen this a bit with my own setups.
