Just for documenting as well... I set up a second OpenBD server (same OS) and it verifies to the same sendmail server just fine.
I did notice one thing - I used the installers for single instance and the administrator is looking for the spool/undeliverable directories at tomcat/webapps/ROOT/WEB-INF/bluedragon/work/cfmail/ and I had to manually create those.... there was nothing in the WEB-INF folder except "web.xml". That did not fix the issue on the first OpenBD server that is not verifying/sending mail but it did allow the administrator on the second to properly report the number of mails in each directory. Thanks for all the help and feedback on this issue. I'm going to move on, since it is working fine on the second (production) server and the first one (that is having the email issue) was set up for development.
