I don't see the issue of having the SQL server on the same box as the web server for smaller sites. I'm running VPS'es after all. If I were to set up my own physical boxes I'd be running a dedicated SQL server as it's much faster.
PHPMyAdmin isn't heavy, but setting up Apache + PHP *just* to run that one tool is a waste of resources, that's why I looked into other solutions. I've been using MySQL Workbench for a bit now and so far I'm quite happy with it, even though I can't create users through it.
