I'm running OpenBD Desktop, and I'm having these same issues with tools.jar, as far as I know I'm using the latest stable (2.0.2, though the Desktop app claims 2.0.1 in the lower lefthand corner.)
I've been dropping tools.jar from the JDK into various folders and restarting, but no luck so far.
