IIS doesn't automatically setup a site to the OpenBD Admin. To get to it, you either need to setup an IIS site that points to c:\openbd\tomcat\webapps\ROOT. Then browsing to this site through IIS will get you into the Admin. Or, the way that I prefer, is to just get on the box and go to http://localhost:8888/bluedragon/administrator. This way you are by passing IIS and going straight to Tomcat.
