If you can, bypass IIS. I've setup my windows boxes using Viviotech's
installer which have option to use Apache Tomcat.

It's a much cleaner install, imho.  I actually like IIS, but if you
are just hosting websites, it's a 3rd wheel in the OpenBD equation.
