Thank you for the tip. Deleted everything in the c:\openbd\lib folder and copied everything from web-inf/lib and that seemed to do the trick.

Upgrading from the installer doesn't follow the same methods as a WAR deployment. Most of the files will end up in the lib folder of your installed root (eg. c:\openbd\lib). There are a few others that are around as well, so you will just need to open the WAR file and find where they go. Also probably unrelated but the nightly download states it is a 39MB download but ends up 51MB when I download. Any ideas?
