Editing your hosts file and adding an entry for something like
"local.openbd" is what I would recommend honestly. The default install
of OpenBD uses localhost as a mechanism to dynamically create additional
hosts that you make in IIS, so I don't recommend changing it right away.
Here's the process I'd recommend:
1) Adit your hosts file to point "local.openbd" to your local IP
(127.0.0.1 will work just fine)
2) Create the "local.openbd" site in IIS
After that, you should be able to hit "local.openbd" in your browser and
see whatever directory you configured in IIS.
If you change the directory that the site config in IIS points to,
you'll want to restart OpenBD/Tomcat as well, so it can pick up on the
changes you made to where the document root is.
Hope this helps!

Would there be any way to have localhost point to my IIS webroot and not
tomcat? Is it just a case of altering my windows hosts file?

Using the Vivio installer "localhost" will already be defined as the
Tomcat webroot instead of the IIS webroot, however, if you set up any
other domain at all (a fake domain like "local.openbd" or a real domain
like "mysite.com <http://mysite.com>") in IIS, it will work as
you're expecting.
