Yep. W2K8 R2 uses IIS 7.5. What makes you think Tomcat is listening on port 80? The default port for Tomcat's built-in web server is port 8888.
If you told Tomcat to listen on port 80 during the Install, you can either uninstall and re-install and leave it at the default time time, or you can modify the Tomcat server.xml file and change it.
