Well... 

He must have edited the correct xml file to turn ON the
send all feature, because that part worked. 

So, one would think that
doing the opposite would turn it back OFF. 

And I also got the
impression that Jeff actually restarted the server, as in >reboot now
(or Windows Start | restart) 

Is that the case?
