FWIW, I'm using Stable Release 3.0 [3rd March 2013] on Win7 SP1

As I recall, the last time I got a bunch of 'stuff not found' exceptions barfed to the little console instead of a loadable web page, I moved the app's folder to my desktop, and removed all the ReadOnly's from it. Then it worked.

That's what led me to think it was a permissions issue with you. Glad to see you've got this version running instead. Just for kicks, you should try it again after your next reboot. I'd be curious to know too.

No luck I'm afraid. I tried giving my root folder and my specified Web App folder full permissions to Everyone, and I still get the same error.

It's kind of a moot point now since I instead fired up IIS 7.5 and got Vimeo's Openbd installer going.  But if you'd like to keep working on it just for curiosity's sake, I'll be glad to keep trying things for you as time permits. (And of course I know to change the port in the Desktop console to make sure it doesnt conflict with IIS or the copy of Tomcat installed with Vimeo's package.)
