I was mistaken about the app running version 3.1. The admin interface references version 3.1, but if I turned on debugging information, the page reports version 2.02 (the version of the viviotech installer). To correct this, I deleted the entire "lib" folder at path c:\openbd. I then copied C:\openbd\tomcat\webapps\ROOT\WEB-INF\lib to c:\openbd. In short, replace the lib from c:\openbd with the one in WEB-INF.
