I haven't used cfwheels yet. Framework overload... but here are some random thoughts:
But does it do url rewrites itself? Or is it expecting the web server to handle that?
Is there something in the doc / readme / config about setting up rewrite rules on Jetty?
When you dump the cgi scope, do the various path variables look accurate?
