Sorry for wasting everyone's time. The CFC's must be (at least on my system) installed as custom tags in order for the CFSTMP server to "find" them. The server starts fine with them in the application directory tree, but won't fire properly upon incoming emails.
We use the single server install as structured by the VivoTech installer (for anyones future reference). Everything seems to be triggering properly and filtering now.
